Split code base enables minor downloads
The update 25H2 will not introduce a large new platform version. Microsoft has in one Blog post in the tech community confirms that version 25h2 will build on the same platform as version 24H2. This means that 25h2 is probably delivered as a smaller activation package similar to a cumulative update and not as a ‘complete’ operating system upgrade.
