President Trump Revokes Biden’s Executive Order Addressing AI Risks

Ever since the launch of the ChatGPT LLM chatbot in late 2022, Artificial Intelligence (AI) has been a trending topic among tech giants, AI labs, and governments. As with any powerful technology, AI comes with risks, including concerns over bias, privacy, job displacement, and more.
Biden’s AI Executive Order
In October 2023, former President Joe Biden signed an executive order aimed at addressing these AI-related challenges. Key points of the order included:
- Mandatory Safety Testing: AI developers working on models that could affect national security, economic stability, or public health were required to conduct safety tests and share results with the federal government before launching their products.
- Establishing Standards: The introduction of rules, such as watermarking AI-generated content, aimed to combat deepfakes and misinformation.
- Responsible AI Use by Federal Agencies: Federal agencies were instructed to ensure AI respects civil rights, privacy, and consumer protections.
This executive order was met with criticism from industry groups such as NetChoice, which argued that the regulations created unnecessary burdens for businesses and could stifle innovation. Republicans also vowed to repeal the order, calling it a hindrance to AI development.
“We will repeal Joe Biden’s dangerous Executive Order that hinders AI innovation and imposes radical left-wing ideas on the development of this technology.”
Trump’s Repeal of Biden’s Order
That promise has now been fulfilled. According to Reuters, President Donald Trump officially revoked Biden’s executive order in January 2025.
This decision comes shortly after the Biden administration introduced a last-minute rule on AI chip exports, which drew heavy criticism from companies like NVIDIA. The tech giant condemned Biden’s policies and praised Trump, expressing optimism about his administration’s return.
Trump’s New Executive Orders
In addition to overturning Biden’s AI policy, Trump has signed several new executive orders across various sectors. These include measures on immigration, border security, international relations, and social policies, signaling a broader shift in direction under his leadership.
