Telegram Teams Up with IWF to Remove CSAM From The Platform

Telegram has announced a key initiative to battle child sexual abuse material (CSAM) on its platform by partnering with the UK-based International Watch Foundation (IWF). This collaboration comes mere months after Telegram’s founder and CEO, Pavel Durov, faced serious legal complications, including charges for complicity in distributing CSAM.

A New Partnership for Safer Platforms

Joining forces with IWF marks a significant change in Telegram’s approach toward handling CSAM. The IWF brings decades of expertise in combating online abuse, working closely with tech companies, governments, and social media platforms. With this partnership, Telegram now has access to IWF’s tools that block links to CSAM content, including AI-generated depictions. The partnership also enables Telegram to use hash-matching technology—an advanced tool to identify and remove known harmful material efficiently.

The IWF revealed alarming findings that thousands of confirmed instances of CSAM had surfaced on Telegram since 2022. Despite Telegram’s past reluctance to join programs aimed at limiting CSAM, the company seems committed to stepping up its safeguards. Telegram’s Head of Press and Media Relations, Remi Vaughn, shared that the platform already removes hundreds of thousands of abusive materials monthly and believes the IWF’s resources will now bolster this effort by taking quicker action to eliminate harmful content.

Telegram’s Troubled Past and Changed Stance

This shift in policy follows the legal troubles of Telegram’s founder, Pavel Durov, who was charged in France with 12 counts, including aiding in distributing explicit materials involving minors. Durov’s arrest in August was a turning point, casting a spotlight on Telegram’s gaps in addressing such grave concerns.

Under increasing pressure, Telegram has introduced additional measures to prevent misuse. After years of resisting legal monitoring, the company announced in September that it would comply with legal requests by providing IP addresses and phone numbers of users linked to illegal activity. This marked a significant reversal from Telegram’s earlier stance of strict user privacy.

Strengthening Safety Measures

Historically known for its unyielding commitment to privacy, Telegram now hopes to strike the right balance between user security and addressing illegal activity on its platform. By integrating IWF’s tools and responding to legal requests, the company aims to better prevent abuse while aligning with laws addressing online harm.

This collaboration with IWF signals Telegram’s acknowledgment of its responsibilities as a global social media platform. The new measures are a critical step in ensuring that harmful materials are blocked before they can circulate, enhancing safety across the platform.
